Intro
The PC gaming market has been on the rise for the past few years but for someone to build a machine from scratch, it could be confusing. Here I'll help you out to build the best budget gaming PC with monitor all in under 40k Indian Rupees.
What I'm aiming at?
To build a gaming PC which will be able to play all games at 1080p resolution at high (or high/medium) setting without making the experience problematic.

Why these specific components
1. Intel G4560
This is a 2-core 4-thread CPU that rivals an i3 in raw performance but at almost half the price, depending on the deal you get. Its based on Intel's 7th generation 14nm lithography and the cores runs at a maximum frequency of 3.50ghz. For gaming with a low-mid range GPU like the 1050ti, this the best CPU to go for as neither CPU or the GPU will be bottle-necked.
2. Gigabyte GA-H110M-S2
The first reason is that its cheap and for this kind of build, this motherboard ticks all the necessary boxes. It has USB 3.0, and even a header for the front. It has 4 SATA 6GB/S ports, a PCI-E 3.0X16 lane for the current generation GPU's. The only gripe is that there is only 2 memory slots but they support 32G of maximum capacity in DDR4 form factor at a maximum speed of 2133mhz. For our purpose, 16GB is all we need at the maximum though here I've used only 8GBs as it will do the job just fine.
3. Corsiar 8GBX1 2133 VALUE
Like I mentioned above, 16GB of memory is the maximum that we need for gaming. But at the same time, since we are having a 1080p monitor and as this system is not for streaming online and for other stuffs during gaming, 8GB is enough to do the job. 2133mhz is the maximum supported by this board, but that is all this build needs.
4. Nvidia 1050 Ti 4GB
I'm using the Nvidia GTX 1050ti as its the best GPU in this price range but at the same time, not only this card is powerful enough to run games at 1080p at 60fps at high+medium settings, this card is incredibly power efficient. All the power it needs is drawn through the PCI-E lane in the motherboard, hence we don't need a fancy PSU with a 6-pin connector.
5. Western Digital Blue 1TB HDD
This HDD from WD is a perfect mix of efficiency and performance. It has a maximum speed of 7200rpm, a buffer size of 64mb and more importantly it uses the SATA 6GB/s interface for best speeds. For budget gaming this is best.
6. LG 22MP68VQ-P
This is one of my personal favorites when it comes to budget gaming monitors. It uses an IPS panel, which means it produces amazing colors be it any angle you look at the panel, and also the bezels around this panel is surprisingly thin giving a much immersive experience. The monitor has AMD's Freesync technology (which in our case is of no use as we uses an Nvidia card).
NOTE - There are other cheaper monitors out there like the BENQ GW2270-VA which goes for just under 7k INR and uses a VA Panel (similar to IPS tech). But I chose the LG as it is the all round best.
7. CIRCLE DESIRE 3.0
This cabinet is a basic one with one benefit, and that is, it has a front USB 3.0 port. This is the cheapest to have it, and since we have a motherboard with USB 3.0 header, we will get faster speeds at arms length rather than going around and plugging our external storage device for faster speeds. This cabinet also comes with a 450W SMPS, which is more than enough to power the whole system. The only gripe is the lack of 120mm fan placing areas, but it is not an issue since the whole system is not going to produce so much head since we use efficient components, which results in less heat produced.

2. Keyboard and mouse combo can be purchased for under 1500 INR, and for budget gaming, I don't feel like there is a need to get high end gaming keyboards or mouse.
3. If you get the cheaper BenQ monitor I mentioned, you can go with a 120GB SSD which can transform this PC to a nippy machine with considerably less open close times of programs and the OS.
